Professor Jitske de Jong (1949) has been professor of real estate law at Delft University of Technology since 1990. Initially attached to the Geodesy Department, she joined the OTB Research Institute in 2003, where she is engaged mainly in research. After graduating in Dutch Law from the University of Groningen, she continued her studies at Indiana University, in Bloomington, Indiana (USA), afterwards going on to work at the Bar, in the housing sector, the university sector, and on the Bench. She gained her PhD in Municipal Land Allocation at Universiteit Utrecht in 1984.
Since her appointment at DUT (currently in a part-time capacity) Professor de Jong has focused explicitly on real estate law, i.e. land rights and the legal ramifications of land policy and geo-information services. Her land policy research revolves around various aspects of building projects (including land acquisition, land development & cost recovery, land allocation and forms of partnership) and the concomitant legal instruments and policy-making processes. The main themes of her geo-information research are legal transactions in real-estate, geo-information institutions (i.a. the Kadaster (land registry office) and the municipalities), geo-information infrastructures and information law (i.a. copyright, protection of privacy, liability).
She has also researched the legal aspects of digital plans under the Dutch government’s project on exchangeable digital spatial plans (DURP), an initiative which she has been involved in from the start. It is via DURP that she became involved in the Bsik Space for Geo-information programme.
As a member of the VROM-Raad (Council for Housing, Spatial Planning & the Environment) from 1997 till 2004, she contributed to various policy recommendations and government projects. She now sits on the board of theVereniging voor Bouwrecht (Association for Construction Law) and the Executive Board of the Instituut voor Bouwrecht (Institute for Construction Law), both in The Hague. She is also a member of the Consultative Board of the Institute for Construction Law, the editorial team of Bouwrecht, and the Mijnraad, an organization that advises the government on the exploration and extraction of fossil fuel. Last but not least, she is involved in several other construction and housing organizations, including a housing association.
